The three states leading the charge with the number of pending bills so far this year are:
New York with 451 bills introduced so far in 2025
Massachusetts with 106 bills
Illinois with 129 bills

Status: Pending, has passed the House
Washington has a bill (HB 1875) that has currently passed the House which would expand the eligible reasons for paid sick leave. This bill, if passed, would allow paid sick leave to be used for time off to prepare for or participate in immigration proceedings.
Status: Passed and Effective July 1, 2025
The Wyoming Legislature passed HB 172 which allows for the carrying of concealed weapons in various public places including educational facilities and government meetings. Private property owners may still restrict firearms on their premises.
Status: Pending, has passed the Senate
The Hawaii legislature has a bill pending that has passed the Senate. The proposed bill (SB 1287) relates to pay transparency in tip distribution and would require food, beverage and service establishments with tipped employees to post signs in the workplace that include an explanation of their tip allocation practices and provide contact information for reporting any violations. The bill was scheduled to be heard in the House on March 13, 2025.
Status: Pending, has passed the House
Indiana has a bill pending (HB 1416) which would require gas stations, safety rest areas, and welcome centers to display human trafficking awareness posters, require onsite employees of a food and lodging establishment to receive human trafficking awareness training, and requires the department of homeland security to approve human trafficking training courses. The bill was referred to the Senate in February.
Status: Passed
Illinois passed a House Resolution (HR0117) in February condemning President Trump’s efforts to undermine equal pay, make workplaces less fair, and limit opportunity. The bill condemns the “false, hateful comments President Trump and his allies have used to impugn and demean working people” and renews the state’s “commitment to prioritize equal pay for equal work, opportunities for all, and protections in our workplaces in Illinois.”
