Chicago is always a big city for July minimum wage updates. Effective July 1, 2025, the minimum wage will be as follows:
- Standard rate: $16.60
- Tipped rate: $12.62
Chicago underwent some changes last year that impacted a large population of employers and employees. As a reminder, all employers, regardless of size, must now pay the same minimum wage of $16.60
The Chicago Labor Standards poster provides employees with information on current wages, wage theft, paid leave, human trafficking, and complaint filing should an employee need further support.
Montgomery County, MD
- Large (51 or more employees): $17.65
- Midsize (11 to 50 employees): $16.00
- Small (10 or less employees): $15.50
Montgomery County aims to provide the most information they can to employees on the Montgomery County Minimum Wage poster, with wage rates, wage information, overtime requirements, exemption status requirements, and complaint filing process information.
St. Paul, MN
- Macro(10,001+ employees): No change
- Large(101-10,000 employees): No change
- Small (6-100 employees): $15.00

Oregon
Below are the three wage increases effective July 1, 2025, for the State of Oregon:
- Portland Metro: $16.30
- Standard Counties: $15.05
- Non-urban Counties: $14.05
Due to the complexity of Oregon’s minimum wage, employers should pay extra attention to their locations when implementing wages for their employees.
Oregon’s Minimum Wage poster provides easy-to-read information on the wage rates in the Portland Metro urban growth boundary as well as the standard and non-urban counties. And while analyzing the appropriate wage for your location may be complex, the poster is not.
Burien, Wash.
Burien is one of the new cities that has recently established a new minimum wage rate in the Evergreen State. The first increase of this ordinance went into effect January 1, 2025, establishing a wage for Level 1 (500 or more full time employees) employers at $21.16. A second increase on July 1, 2025, for Level 2 employers, is below:
- Level 2 (21-499 full time employees): $20.16
Employers should be aware of the possible changes occurring in Burien. On March 18, 2024, the Burien City Council passed ordinance No. 837 creating a city-wide minimum wage, which went into effect on January 1, 2025. However, on October 28, 2024, Burien City Council also passed Ordinance 855 modifying the minimum wage law yet again. In February of 2025, voters further approved Initiative 24-001, increasing the minimum wage to align with Tukwila. Due to the competing ordinances, the issue is in the hands of the King County Superior Court where the City of Burien is asking for a declaratory judgment. The City of Burien is alleging that prior to voters approving this initiative, the initiative did not repeal the current minimum wage law at the time, and voters were not aware they voted for two competing ordinances to come into force.
GovDocs is actively monitoring updates and changes to this and will provide customers with any new information once available. The current poster was released earlier this year with the July 1, 2025, applicable rates.
Everett, Wash.
Everett is the other new jurisdiction this year that adopted a minimum wage. In November of 2024 constituents approved Initiative Measure 24-01. This measure sets out two different minimum wage rates requiring employers to appropriately review and apply the correct minimum wage to their employees. The minimum wage for large and mid-size employers is found below:
- Large (more than 500 employees): $20.24
- Mid-size (15-500 employees or annual gross revenue of more than $2 million): $18.24
According to the city, a minimum wage poster will be made available following the City-Council adopted rules in June 2025. No posting has been released to date, but GovDocs will closely monitor for the release of this poster.
Tukwila, Wash.
- Large (more than 500 employees worldwide, and certain franchisees): No change
- Mid-Size (at least 15 but no more than 500 employees worldwide or annual gross Tukwila revenue over $2 million): $21.10
Employers should know that the wages for July 1, 2025, on the Tukwila Labor Standards poster have already been added back in December and should not expect an updated poster for July.
